According to the website of the National Development and Reform Commission, on April 11, the National Development and Reform Commission held a symposium on the reform of medical service prices, deploying all drug addition to public hospitals and requiring all public hospitals at all levels to cancel drug addition before the end of September, focus on four aspects of work:
One is to cancel all drug addition. All kinds of public hospitals at all levels canceled drug addition before the end of September, and drugs except Chinese herbal pieces were sold at a zero-difference rate. Cancel the reasonable income of drug addition and reduction, mainly by adjusting the price of medical services to compensate, and do a good job of linking up with the financial investment policy, promote the elimination of “drug supplement”, establish a new compensation mechanism that conforms to the characteristics of the medical industry.
The second is to optimize the price structure of medical services. According to the requirements of “controlling the total amount, Teng space, adjusting the structure and ensuring the connection”, the price of medical services should be dynamically adjusted and the price comparison relationship should be gradually straightened out. The key point is to increase the price of projects reflecting the value of medical personnel’s technical labor, such as diagnosis and treatment, surgery, rehabilitation, nursing and traditional Chinese medicine, and to reduce the price of large medical equipment examination, treatment and inspection.
Third, synchronous supporting related reforms. Strengthen coordination and linkage with reform policies such as medicine, medical insurance and medical care, and promote simultaneously. In particular, the connection with the medical insurance policy should be well done, and the adjusted medical service charges should be included in the scope of medical insurance payment. It is necessary to make room for adjusting the price of medical services by standardizing the diagnosis and treatment behavior and reducing the cost of drugs and consumables. It is necessary to promote graded diagnosis and treatment, modern hospital management system and strengthen comprehensive supervision to form a synergistic effect of reform.
Fourth, balance the interests of relevant parties. Correctly handle the relationship among medical institutions, medical insurance funds, patients and other parties, take into account the interests of all parties, and ensure the healthy operation of medical institutions, the affordable medical insurance funds, and the overall burden of the masses does not increase. We should establish the bottom line thinking, attach great importance to ensuring the interests of special disease groups, low-income groups, especially poor families, and ensure the basic medical needs of these groups.
At the same time, the National Development and Reform Commission also put forward specific work requirements for local organizations to implement reforms from the aspects of inverted reform timetable, strengthening supervision and evaluation, strengthening publicity and guidance, and simultaneously strengthening supervision.
