As long as it is news related to the house, it will always attract people’s attention. As soon as the news came out, a stone aroused a thousand waves, and various interpretations were scattered. Some people say that real estate registration is connected to the national network. Who is corrupt officials and who is in large-scale real estate speculation will be clear at a glance. Some people also say that the real estate registration is connected to the national network, which is intended to reduce housing prices by “closing the door and beating the dog”. Real estate speculators can’t run away this time!

The unified registration of real estate across the country is really so powerful? What is the purpose of nationwide networking? What is the relationship with the real estate in the hands of our common people?

“Send new and stop old” will be fully realized, and “real estate warrant” will be issued if you buy a house”

First, clarify a concept that real estate does not specifically refer to real estate, but land, sea area, houses, trees and other fixed objects. Among them, because real estate has the greatest relationship with ordinary people, the focus of people’s attention is gathered here.

China’s “provisional regulations on real estate registration” clearly states that the state implements a unified real estate registration system. This system includes “four unifications” of registration agencies, registration basis, registration ledger book and information platform “. At present, the first three teams of “four unification” has been basically completed, and the last information platform is unified, that is, national networking, which is expected to be realized by the end of this year.

By the end of 2016, the unified registration system of real estate had been implemented in 335 prefectures, prefectures, counties and cities across the country. 14 million real estate warrants and 13 million real estate registration certificates had been issued in various regions, the whole country has fully realized the unified registration certificate of real estate “issuing new and stopping Old”.

One of the biggest changes in “sending new products and stopping Old Ones” is that individuals no longer get “real estate certificates” when buying houses, but “real estate warrants”.

What is the current progress of unified registration of real estate across the country? The relevant person in charge of the Ministry of Land and Resources said that more than 1,700 counties across the country have successfully accessed national information platforms, and 4 municipalities directly under the central government, Hebei, Jiangsu, Zhejiang, Guangxi and other places have taken the lead in achieving full coverage of city and county access.

So, after the national network, can everyone find the real estate information? “This is not yet possible. Because the unified registration of real estate does not require repeated registration, all kinds of original real estate warrants will continue to be valid.” Sun Xianzhong said.

In other words, many people have already obtained real estate certificates for the houses they bought before, and these information may not be found on the national real estate unified registration information platform. If the owner now takes the property ownership certificate and applies for the real estate certificate, or transfer or resell the ownership, the real estate will be “activated” after re-registration.

Will house prices fall after nationwide networking? Experts believe that real estate registration is not necessarily related to house prices. As far as house price itself is concerned, the final determinant is the relationship between supply and demand. Judging from the situation of the whole country, the “four unification” of real estate registration has been promoted for two or three years, but house prices have risen and fallen everywhere, and the first and second tier cities have risen sharply, third and fourth tier cities are still worrying about inventory. Especially in the four municipalities directly under the central government, Jiangsu, Zhejiang and other places, although they have taken the lead in accessing the national information platform for unified registration of real estate, the house prices in these places almost all have risen. Therefore, even if the national network is connected, it will not have much impact on housing prices.

In fact, real estate registration information can not be checked by anyone who wants to check it. In order to protect citizens’ personal privacy, the provisional regulations on real estate registration strictly limits the scope of inquiry and the applicant for inquiry. Only rights holders, interested parties and relevant state organs have the right to inquire and copy real estate registration materials according to law.

So, what are the benefits of unified registration of real estate across the country? The first is to ensure the real-time sharing of registration information at the national, provincial, municipal and county levels; The second is the information related to real estate registration, and the approval information of housing construction, agriculture, forestry, marine and other departments, exchange and share transaction information in real time. Will it be connected with bank loan information in the future to make the purchase restriction policy more accurate to crack down on real estate speculation? It should be said that it is technically feasible, but there is no exact statement at present.

There are still many people concerned about whether the national network of real estate registration is preparing for the real estate tax levy? If you understand this way, there is some truth. Because real estate registration is a basic system, the realization of national networking is conducive to the collection of “big data”, providing more detailed basic information of real estate, and making technical preparations for real estate tax reform. Experts pointed out that when the real estate tax will be introduced, it still needs to go through legislative procedures. The real estate tax law is still in the drafting stage, and there is no arrangement submitted to the Standing Committee of the National People’s Congress for deliberation this year.
